The painter used an the nut to protect the thread for the horn mount
bolt. Remove this and clean up the threads using the correct die.
slip on the horn mount spring plates and the cover bracket as shown before re-applying the nut to tighten. Make sure the bracket assembly is straight in line with the frame steering column.
Remove the allen bolt and star washer on each side of the horn bracket.
Offer up the horn itself and replace the nuts and washers. Tighten with an allen key.
Gently bend the bracket if required to ensure it is clear of the frame tube. The springy nature of the bracket helps the horn sound (which is never great at the best of times).
